Never had experience of new vehicle purchasing before. Need help from NY State members.

Here is the situation:

Negotiating price with a Dodge dealer in Bronx to purchasing a minivan, there are 3 items on invoice really bothering me:

1) Inspection fee
2) Tire Recycle fee
3) Document fee

My understanding is the new vehicle from manufacturer ready has been conducted inspection in factory and it has free of inspection for 2 years, what is that inspection fee for?

The new vehicle comes with NEW tires, what is the “tire recycle” for?
3 years late, if the tires need replacing, I still have to pay used tire recycle fee in tire store.

A $200 title & license processing fee is on the invoice, what is that “Document fee” for?

What, no "dealer prep" fee or Scotchgard? They are trying to get every nickel and dime they can- How much are these extras? Is the base deal good enough? If you feel that they are just jerking you around, tell them you found a more cooperative dealer, and leave-

1) NYS Inspection should only be the $21 (or whatever it is now).

2) Tire recycling Fee is a NYS mandated fee (tax) on ALL new tires sold in NYS. It doesn't matter if you buy a new tire at a tire store, OR if you buy a vehicle that happens to have a NEW tire(s) installed when you buy it. Yes, it is BS that NYS needs to have yet another tax on tires when you already have to pay at most places to recycle them when they are worn out. Talk about double-dipping. This fee will be for all tires (including the spare) and I think it is maybe $3 per tire.

3) Document Fee... You need to ask for clarification on all of these.

That's why I asked about the base deal- $12 or $15 for tire tax is trivial- Inspection, and the 'documents' is probably a registration fee- things you would have to pay for on your own- those I guess are legitimate items for the dealer to pass along, especially if you got the price of the car down far enough where the dealer is not making a huge profit- If he is charging you list, or more, you would hope that he would pick up the extra 80 bucks or whatever out of his profits-

If you aren't willing to just walk away, you aren't really negotiating-

Here is the final word about new car purchasing,

I traded-in my blue 96 9C1 to buy a 2009 Honda Accord for my wife under the Uncle Sam’s “Cash for Clunkers” program. The trade-in value is $3500 based on EPA’s mileage chart.

Sorry to say good-bye to my blue wheal. During my 10-year ownership, I added 60K miles on her, which was 40% of my fleet total mileage during same period. She hauled us to Big Easy, Virginia Beach, weekly NY-DC commuting, ... She ran strong, good, cheap and easy to maintain. Also, there are many B-body communities in the internet, I can get all B-body related info, which is better and more than so-called ASE certified dealer mechanic could offer.

Since I live in the city, daily commuting is public transportation. So, the fuel mileage does not hurt me. On the way driving to Honda dealer with strong A/C blowing, my wife and I still discussed To-Be or Not To-Be, because there was really nothing wrong with the car.

I add some extra info which I got from dealer while I was there:

1) New car inspection in dealership is mandatory, $10, which is BS. Manufacturer already did everything before the car rolling out factory. Dealer just places a sticker on the windshield without doing any other inspection related job.

2) New tire recycling fee is $2.50 each including mini spare tire, total is $12.50, considered as part of NY car sale tax, which is also BS. Without old tire turning-in, where is the recycled one?

3) Document fee or dealer fee is $45, which is standard hard printed on invoice in NYC at least. That clears some BS fees before internet age, like “Advertise fee”, “ Dealer network fee”, …

Thanks for the update on what you found.



I was talking to my brotherinlaw yesterday, who is driving a 92 Caprice that I found him a few years back.
He is thinking about trading it in on a new vehicle.




If he does go thru with buying a vehicle.
I might grab a few parts off the 92 before the dealership destroys the vehicle with their Cash for Clunkers program.

I work at a dealership (albeit a truck dealer), so I have a little first-hand knowledge to share on the subject:

1) Inspection still has to be performed because stuff happens in transport (light bulbs blow, tires get cut, etc). That and the state charges the inspection station for each and every one of those stickers - they aren't freebies.

2) The tire tax is to pay for the eventual disposal of the tire you're buying whether it be from a tire store or on a new vehicle. Every new tire in the state has this tax associated with it and every new tire is going to need to be dealt with in some fashion at some point in its life.

3) It costs more than $45 worth of man hours just to process the title on the dealership side, nevermind all of the other paperwork involved.

While it's true that they can all be perceived as 'nickle-n-dime' or 'BS' type fees, all of it needs to be paid for by someone. In the end it's the consumer who gets the NYSI sticker, the new tires that are going to need to be recycled some day, and the title/registration/loan/etc paperwork processed in their name. Why shouldn't it be the consumer that pays for those necessities?

Just a view from the other side of the fence...

I agree with Luc. I just bought a car and I was pissed at NY state. Dealer just charged me what it cost them, plus a couple bucks to go to the DMV and get the plates. It's not their fault.
Now if they charge you for sealing the paint or some other BS you didn't ask for, that's a different story.

Good information Luc.

Everyone,

I just noticed a new fee NYS is dipping into our pockets for more money.
Motor Vehicle 2 year use tax of $20.00.

It's new fee to me since the last time I paid the 2 yr registration for my vehicle.

Don't forget this the next time election time rolls around. The Governor, Senate and Assembly RAISED the budget in 2009 by 9 BILLION DOLLARS, mostly through new taxes and fees, especially on titles, registration, etc. If you don't say anything, things will just keep going up, so say something.

Double post. Does it really cost $50 for them to print you a title? Why don't they just print titles right while you're standing there at the DMV?

$50.00 for a title is one thing. You don't need them all that often. But when you go and turn in plates, they charge you a $1.00 to get a receipt. A receipt that you NEED to give your insurance company to tell them you turned in your plates. Now, mind you, if your insurance lapses, DMV gets a phone call from the insurer. How is it that the insurance company can't inquire as to the status of a vehicle's registration? Are they colluding with DMV on another fee?

New York: Just like California, but with worse weather skiing!
